Actually there is a huge outcry against a cat torture picture series in China in 2006. Official media joined online angry netizens to condemn such cruelties.

Most Chinese do not tolerate such animal tortures, but in any country of the world, it is natural to see 0.001% of bad and cruel guys --- and in a country of 1.3 billion, 0.001% means 130,000. Enough for China-bashers to bash China for 3 decades.
