most the mods i used are on my gta site, the snow is basicly a BMP picture ( a texture mod wich replaced the texture that the rain uses) you can get a few gig of gta mods on my site, go to

then in the middle of the page (between the other folders) is a folder called (GTA Mod Archive) in their is other folders, bikes, boats, buildings, map mods, have a nose round, theirs a few gigs worth :D
